What is the minimum educational qualification?

Candidates must hold a Graduate degree (specifically Masters/Integrated Masters in Civil Engineering with Specialization in Transportation/Highway Engineering or equivalent) and possess two years of experience in R&D in Industrial and Academic Institutions or S&T organizations.

Is there any desirable qualification?

Yes, a Ph.D. in Civil Engineering, preferably in Pavement material/Pavement Design, is considered desirable.
