- Holding analogous posts on a regular basis in the parent Cadre or Department; OR
- With two years' service in the grade rendered after appointment on a regular basis in Level-7 of the pay matrix (Rs. 44900-142400/-) or equivalent in the parent Cadre or Department; OR
- With six years' service in the grade rendered after appointment on a regular basis in Level-6 of the pay matrix (Rs. 35400-112400/-) or equivalent in the parent Cadre or Department.
Additionally, candidates must possess the following educational qualifications and experience:
- Bachelor's degree from a recognised University or equivalent.
- Two years' experience in organising security arrangements, gathering information and intelligence relating to various aspects of security.
Note 1: Departmental Officers holding the post of Security Assistant in Level-6 with six years' regular service and possessing the prescribed qualifications are also considered.
Note 2: The period of deputation, including any previous deputation to an ex-cadre post, shall not exceed three years.

What are the duties and responsibilities of a Security Officer?
The duties include:
- Maintaining constant surveillance over the campus to ensure security instructions are complied with and addressing any security lapses.
- Collecting intelligence related to examinations (especially Civil Services, NDA, CDS) and identifying groups or organizations that might be averse to UPSC's functioning.
- Monitoring the process of examinations and major recruitments, briefing authorities on security arrangements.
- Reporting on agitation activities by organizations/groups against UPSC.
- Checking deployment arrangements of CISF and conducting surprise checks of CISF personnel duties.
- Conducting checks of perimeter walls, locks of sensitive sections, and reporting any lapses.
- Making surprise checks of movement of people/vehicles at entry/exit points and within UPSC premises.
- Conducting regular checks on security light arrangements and reporting any defects.
- Conducting surprise checks of registers maintained by CISF at IN Gate regarding vehicle movement and gate operations.
- Ensuring no material/documents are taken out of the Commission premises without proper authority.
- Supervising the functioning of the CCTV control room manned by CISF.
- Submitting periodic reports on all security-related aspects of UPSC.
- Performing any other function assigned by the superior authority.

The post is in Level 8 of the Pay Matrix (Rs. 47600-151100). The pay of the selected candidate will be regulated under the provisions of the Department of Personnel & Training O.M. No. 6/8/2009-Estt. (Pay-II) dated 17/06/2010, as amended from time to time.
