What are the main responsibilities of a Senior Accounts Officer?

The Senior Accounts Officer will function under the supervision and directions of the Controller of Finance. Key responsibilities include maintaining data in the Public Financial Management System (PFMS), managing budgeting and funds, overseeing banking operations, and maintaining books of accounts as per applicable accounting standards. They are also responsible for ensuring compliance with General Financial Rules and other government guidelines, as well as all applicable legal and taxation matters, including filing returns. The role involves coordinating with various auditors (Statutory, C&AG, Internal, special), drawing and disbursing salaries, making payments for TA Bills, LTC, and medical reimbursements, and settling invoices from vendors. Additionally, they will manage statutory deductions like Income Tax TDS, License Fee, Provident Fund, and NPS, and file all statutory returns. Coordination with Design Consultancy, Outreach, and revenue-generating activities of the Institute concerning accounts and finance is also part of the job. The officer may also chair committees and panels and assist the Controller of Finance & Accounts in all matters of accounts, finance, legal, and taxation.

What are the educational qualifications required?

The essential educational qualification is a Master's degree in commerce or financial management from a recognized University/Institution, or an equivalent qualification like CA. A minimum of 5 years of relevant experience in Government/Educational/Research Institutions, with knowledge of Finance and Accounts of Central Government/UT rules, is also essential.

What are the desirable qualifications?

Desirable qualifications include previous experience in an Educational Institution or Autonomous Bodies funded by the Government of India in an analogous post. Passing the departmental Accounts examination and being a member of the organized accounts cadre of the Government of India are also considered desirable.

For Deputation posts, the age should not exceed 56 years. For Contract posts, the age should not exceed 40 years as on the date of closure of application. Age relaxation is admissible as per Government of India Rules.
